Overview (Narrative)
The pause is over—and momentum is back. With FHWA’s Interim Final Guidance (IFG) now in effect, states have updated their NEVI plans and approvals are flowing again (FHWA IFG PDF: https://www.fhwa.dot.gov/environment/nevi/resources/NEVI-Interim-Final-Program-Guidance-8-11-2025.pdf). Corridors are reopening, timelines are reappearing, and funded projects are moving from “wait” to go. Success in this new phase comes down to two things: (1) showing clean alignment to the refreshed IFG language, and (2) proving BABAcompliance with documentation that audit teams can trust. That’s exactly where Star Charge makes your bid stronger and your deployment faster.
Federal Update
- IFG is live: States resubmitted/updated plans to re-obligate NEVI funds and proceed to implementation (FHWA IFG PDF: https://www.fhwa.dot.gov/environment/nevi/resources/NEVI-Interim-Final-Program-Guidance-8-11-2025.pdf; Federal Register notice: https://www.federalregister.gov/documents/2025/08/13/2025-15370/national-electric-vehicle-infrastructure-formula-program-guidance).
State Moves (selected)
California (CA)
- 2025 NEVI Plan approved on Sept 10; implementation continues under IFG (CEC Federal EV Infrastructure Programs: https://www.energy.ca.gov/programs-and-topics/programs/federal-ev-infrastructure-programs; Plan PDF: https://dot.ca.gov/-/media/dot-media/programs/sustainability/documents/transportation-electrification/nevi/2025-ca-nevi-plan-update-a11y.pdf).
Texas (TX)
- FHWA approved TxDOT FY2026 NEVI Plan (approved Aug 22; letter posted Aug 26), enabling obligations to resume (FHWA Approval Letter PDF: https://ftp.txdot.gov/pub/txdot/get-involved/statewide/EV%20Charging%20Plan/FHWA_Approval_Letter_TxDOT_NEVI_Deployment_Plan_FY_26_082625.pdf; TxDOT EV hub: https://www.txdot.gov/projects/projects-studies/statewide/texas-electric-vehicle-planning-03-22-22.html).
Wisconsin (WI)
- WEVI Round 1.5 re-opened with a Sept 5, 2025 deadline per state notices (WisDOT Program Page: https://wisconsindot.gov/Pages/projects/multimodal/electrification.aspx; Round 1.5 Q&A PDF: https://wisconsindot.gov/Documents/projects/multimodal/wevi-rfp-qa-2025.pdf).
Oregon (OR)
- Program operating under IFG; first NEVI stations projected operational in 2026 (ODOT NEVI: https://www.oregon.gov/odot/climate/pages/nevi.aspx).
Ohio (OH)
- With funding reinstatement, approximately 17 additional sites can proceed once approvals are finalized (Spectrum News Ohio: https://spectrumnews1.com/oh/columbus/news/2025/08/22/ev-drivers-celebrating-nevi-funding-reinstatement-).
Note: Additional states are active; we highlight those with the clearest September signals and near-term pathways to obligation and build-out.
Why this matters for funded developers & site hosts
- Speed back to green-light: Approvals and obligations are ramping; IFG-accurate submittals shorten review cycles.
- BABA is a proof game: Auditable domestic-content evidence is now the difference between “promising” and “procure.”
- Execution risk is real: Utility capacity, energization staging, and permit readiness separate on-time go-lives from delays.
Star Charge | BABA-Ready Delivery (What we bring)
- BABA-ready DC fast charging portfolio: scale with Titan 320 or modular Nova 360/720 cabinets paired with Aries V2 dispensers—architectures built for corridor throughput and compact parcels alike.
- Compliance, documented: on request, we provide a BABA documentation pack—domestic-content matrix, BOM breakdowns, supplier affidavits, final assembly/testing details—plus submittals labeled to IFG/NEVI checklists (IFG PDF reference: https://www.fhwa.dot.gov/environment/nevi/resources/NEVI-Interim-Final-Program-Guidance-8-11-2025.pdf).
- Engineering to energization: utility load letters, transformer lead-time planning, and staged energization contingencies—paired with permit-ready drawing sets to compress critical path.
- Operations that pass audits: remote diagnostics, proactive spares, and SLAs aligned to NEVI expectations; clear price disclosure and reporting artifacts for compliance checks.
